   1. Will the policy(s) make it harder or easier for terrorists to attack the US?
   2. What affect will the policy(s) have on our relations with other countries both enemy and ally?
   3. What will the long term effect of the policy(s) be (assume the same policy(s) are in effect 10 years from now) in terms of national security and relations with other nations?
   4. How would the leadership of ISIS and other terror groups react to the policy(s)? Would they see it as a deterrent to their efforts? Will it embolden them to attack us? Does it even matter since they have already sworn our destruction?
