Essay question:

‘Victorian moral values were shared by all.’ Analyse what was meant by ‘moral values’ in mid-Victorian Britain, with particular reference to the lives of the working classes.

I am having difficulty creating an essay outline that would assist me in answering the question.
From reading the two articles, I have deduced that moral morals were not shared by all; see Mill’s article and the treatment of women, whereas Bests’ article oozes with the shared point of view.
