Create an incident and command response structure for all emergency or public service agencies in Arizona, such as police, fire, medical, and so forth. Ensure the
minimal components of operations, planning, administration, and logistics are included and fully developed to four levels. Be sure the manual contains all general
information personnel would need for rapid activation and deployment.

20 car crash including a tanker truck transporting 5000 gals of Hydrogen Fluoride. The wreak was a chain reaction due to poor visability during a monsoon dust storm.

This plan will serve as the framework to be used during an emergency and
specifically will layout responsibilities for those involved. This plan will apply to local
officials, departments, and agencies. Those that should be familiar with this document
includes the Mayor/County Judge and other executive staff officials, the office of
emergency management, department heads, agency heads, and their higher ranking staff
members, organizers of local volunteer organizations that provide support emergency
operations (CERT), and other who may take part in mitigation, preparedness, response,

someday give the amount of fuel trucks that travel on 1-10 West.

On March 30, 20XX a fuel truck caring more than 5,000 gallons of fuel overturned on
1-10 West at Horizon during rush hour traffic at 5:30 p.m. The fuel has spilled on the
freeway and is spilling down the gateway. This has caused the closing of the freeway as
well as the closing of Gateway west. This has caused traffic to back up for more than five

miles and has caused the shutdown ofI-1O West for approximately seven miles to redirect
traffic. The Gateway will also be closed up to four miles from the accident scene. The
overturned fuel truck has taken up the shoulder and all three lanes of traffic. This has
prompted the response of a multiple agencies and the activation of several inner local
agreements and has required the activation of commercial contracts as well. This incident
occurred in the County; therefore the Sheriff has been advised. The traffic back up has
affected the City ofXXXX; therefore, the City Mayor, the city chief of police, and the
city fire chief has been advised. The cleanup and the spill of fuel will take several hours to
clean up and as of this time and the estimated time before the freeway opens is 23:00
hours. The fuel spill might leak into the water supply and therefore environmental
services have been requested. We have also requested a cleanup detail and a tow truck for
the removal of the tanker. Chevron owners of the vehicle have arrived on scene and are
working along the HazMat unit for clean up.

Hydrogen Fluoride: A corrosive colorless fuming liquid or gas with a strong irritating odor.
Used for: Making other chemicals, including gasoline, and for etching glass.
Risks: Breathing hydrogen fluoride causes extreme respiratory irritation, including cough, fever, chills and tightness, which may be fatal. Contact can burn the skin
and eyes badly, resulting in permanent eye damage or blindness. Long term exposure may damage the liver and kidneys, and cause other illnesses.
Substitute: Available. Two-thirds of the refineries in the U.S. already use safer alternatives to hydrogen fluoride such as sulfuric acid, which is less dangerous but
not danger free. Paul Orum, of the Center for American Progress said many companies have not switched because of high costs associated with using sulfuric acid.
