He has been placed in a respite home for young people at risk because his mother recently passed away, and his father left the family when he was a baby. Tommy ran away from the home in the first week and it took a police search to locate him, so since then, the staff in the house keep a particularly watchful eye on him which includes walking him a short distance to the school and from school every day. Tommy has protested strongly about this practice, claiming that it is embarrassing for him to be treated like a baby, especially as he has been walking to his previous school alone for the past 2 years.
a) Given the context of the constraints and risks involved in supporting Tommy, how might his case manager manage his request to walk to and from school unassisted?

c) What would the worker need to do to comply with health and safety guidelines?
