STUDENT 1

Consequence management is best defined as an effort by emergency management officials to reduce and mitigate the negative impacts of threats and hazards. Consequence management focuses on taking the most appropriate preventative measures to prevent, prepare for, mitigate and recover from a threat or hazard. Consequence Management is defined by FEMA as “measures to protect public health and safety, restore essential government services, and provide emergency relief to governments, businesses, and individuals affected by the consequences of terrorism.” (Carlson 1999)

Planning for and responding to weapons of mass destruction events (WMD) that center on consequence management is led by the Federal Emergency Management Agency (FEMA). FEMA’s response to these types of events, and all events for that matter, are guided by the National Response Framework (NRF). The Federal Emergency Management Agency utilizes the strength, resources, and capabilities of the entire Federal government to assist in this massive effort. Each of the agencies in the NRF are subcategorized into groupings of lead and support agencies related to each Emergency Support Function (ESF). The 15 Emergency Support Functions are specific in nature however in times of crisis work well together. For example, ESF1 (Transportation) relies heavily on the works of ESF3 (Public Works) to clear and maintain roads (FEMA 2008).

STUDENT 2

Based off of this weeks readings, my perspective on consequence management, are those actions taken in response to a CBRNE event in order to establish or re-establish the safety of the public, ensure continuity of or restoration of government services and get the relief needed to the people or organizations that have been effected by the incident.  Although FEMA will be the lead agency in this type of event, they will be supported by and coordinating with multiple federal, state and even local agencies and organizations to execute any response and recovery efforts, to include, the FBI.  In addition, although FEMA will likely take the lead, initially it will be those local and state agencies that are responsible for having plans established and in place to respond until the federal agency can fully respond.  (2002)

Each essential support function (ESF) has their specific role, with their own operating procedures and some, many or all may be utilized during and incident based on it’s scope and magnitude.  They each may also have own support agencies to execute their mission.  The ESF’s, range from #1 Transportation, #2 Communications, #3 Public works and engineering, #4 Firefighting, #5 Emergency management, #6 Mass Care, Emergency Assistance, Housing and Human Services, #7 Logistics management and resource support,  #8 Public Health and medical services, #9 Search and Rescue, #10 Oil and hazardous materials response,#11 Agriculture and Natural Resources, #12 Energy,  #13 Public Safety and Security, #14 Long-Term Community recovery and #15 External affairs. (2008) As  you can see they cover a large scale of needs and issues and in the event of a WMD, I believe, depending on the scope of the event, all of them would/could be utilized to respond and recover in the aftermath.
