In 2002, the approval rating of the Congress was as high as it had been in decades, sitting at 84% according to some opinion polls. Today, it sits at 14%, according to Gallup, and even lower according to data collected by other polling organizations. Clearly, many Americans believe that there is something wrong with the Congress. Write a short essay in which you discuss two possible explanations for the unpopularity of the Congress, explaining which one you think is best, and why. Your essay will be graded based on the clarity of your writing, and the depth of analysis (e.g., do you give reasons for your opinion? are they good reasons?).
