Arkansas health officials concerned about childhood obesity initiated an ambitious project that some people said went too far. In 2003 the Arkansas legislature passed Act 1220 which required schools to record students’ height and weight and report their BMI on school report cards (Raczynski, et al., 2005). By 2007, some Arkansas lawmakers were trying to repeal Act 1220, saying it had negative side effects such as labeling and stigmatizing overweight children and leading to unhealthy dieting behavior (Szwarc, 2008).

The Arkansas BMI project created unwanted side effects and raised ethical and legal issues. Think about your public health program that you have been developing throughout this course. Is there any group that may object to the actions you propose? Would anyone find fault with your methods? Will anyone be placed at risk or be discriminated against (even just perceived discrimination)?

To Prepare for this Discussion:

· Review Chapter 8 of the Doyle text and Chapter 12 of the McKenzie text. Think about the potential ethical and legal issues that could occur during the implementation of your public health program.

· Review Appendix F of the Doyle text and consider the role of the health educator in upholding the integrity and ethics of the public health profession.

· Think about strategies you may utilize to address ethical and legal issues related to your public health program.
