That means you will be initiating needs analysis and development process for this project. You wish to clearly organize your thoughts so you can make most efficient use of your time.
There are four end-user constituents within ELI: purchasing manager, operations manager, marketing manager, and personnel manager. Each functional manager has his or her own ideas about how centralized system would fit his or her requirements as business process owner. Politically, you think it is critical that each of these stakeholders accept ideas and are deeply involved with all aspects of this project.
