The emergency quota act of 1921 that had limited the amount of immigrants coming into America from other countries. According to Acuna, “the annual number of immigrants who could be admitted from any country to 3 percent of the number of persons from that country living in the United States in 1910” (202). In 1924, the Immigration Act (National Origins Act or Johnson Reed Act) was passed, this act now limited the amount of immigrants entering the country from 3 percent to 2 percent. These acts had further restricted the amount of immigrants coming in from eastern and southern Europe, as well as East Asians and Asian Indians which happen to have been entirely excluded. The president at the time, President Calvin Coolidge, had stated that “America must be kept American” (Acuna 202). Something that I found to be interesting is that these immigration acts is that there were no limitations as to how many Mexicans were able to come into America. The reason being is because America needed the cheap labor. Previously, there was the 1917 act the limited the flow of Mexicans in to United States, but this had caused a huge labor shortage which hurt America financially. This was the cause of the newer immigration laws letting a free flow of Mexicans into the United States. Once America regained it’s potential there was talk of putting Mexicans on a quota to limit the number of Mexicans entering the U.S. once again. However, antirestrictionistsresponded that Mexican do the work that white men did not want to do and that Mexicans only stayed temporarily. Once Mexican men saved up enough money, they would return home back to their families. In the end however, many congressmen still pushed for restrictions on the entry of Mexican immigrants. It’s very interesting to look athis in todays day in age and see that America still looks for cheap Mexican labor. There are many people who pay Mexicans so little under the TABLE to get jobs done.
