The point of the essay is to demonstrate that you understand the structure of an argument using scholarly evidence. You could choose to focus on the modern United States, or you could decide to focus on another country in a different time. The point is that you back up your argument with reliable sources and use that evidence to directly support your main claim.
The prompt is purposefully vague in order to give you the freedom to explore your own views on the subject of immigration and take a stand.
