As we move further toward creating partnerships and making decisions across the components of the Criminal Justice System, we need to identify the characteristics of
how the components operate that impact the effectiveness of those partnerships. Things that we need to learn are how the various components interact with the
communities that they serve and how effective they are in accomplishing their missions. If there are impediments to the effectiveness of a single component, it stands
to reason that this will impact the effectiveness of the partnership.

Understanding the external variables and the impact that they have on our Criminal Justice System partnerships is also critical to the success of these joint ventures.

the partnership can be jeopardized.
