Courts have ruled that prisoners do not have the right to unlimited telephone use.   Review the ruling in Washing v. Reno (page 92 in text) and discuss existing policy concerning prisoner use of the telephone. Is use of the phone a right or a privilege? Discuss with the class what you find reasonable when it comes to policy on use of the telephone – for example, should a pay phone be provided, should inmates be forced to make collect calls, what limit should there be on the number of calls, when should phone privileges be revoked, etc.?
