sociology of law

Based on the book “Evicted” by Matthew Desmond, How do you understand the mix of individual and social factors that make the lives of the low-income poor so difficult?  Talk about bad choices, bad luck, the impact of bad luck on folks with minimal resources, the impact of social changes over which low-income folks have no control (like the income support agencies and programs, mass incarceration, the crack epidemic, laws about housing quality, welfare rules about co-housing, the unemployment rate, the housing foreclosure crisis, etc.).  At the end of the day, what resources or social supports would a low-income tenant need to live in a more stable situation? (has to be 2 pages long)
