I begin Manor institute in 2015 I was accommodated for my learning disability, and I stayed in the dorms unfortunately I was diagnosed with Human Immunodeficiency Virus (HIV) I got treated for the disease immediately and was undetected in about a month. Around two semesters I applied for residents assistant position. On my birthday 4/19/16 got the position. The conditions in the residence hall was unsafe so I ask for a private bathroom because I was getting sick it was really bad how the students was treating rest rooms. The residence Cordinator at the time indicated to me that it was no private bathrooms so I went to the dean students so see about accommodations so I got a note from my doctor that I didn’t have a contagious disease that would affect other residents. I gave this note to the dean herself then later the residence coordinator indicated that it would have indicate what I had I was extremely uncomfortable at this time I decided that I did not want the private bathroom anymore. That was to late now if I did not give this information to the nurse I would not be able to return back to my living arrangements. I was completely devastated and frighten personal that my personal information would be in jeopardy, I only gave this information to three people of my diagnosis it was the counselor at Manor College, my doctor, and my social worker. I feel so offended that I had to giving this information so I had to go back to my doctor to have her put it specifically what I had she was even were very uncomfortable why they needed to know this information. But she wrote me a note and gave the terminology of what this actually was and that it was not spread by airborne or by touching. on September 21, 2017 a incident report was make by makayla she indicated that she was sexually assaulted by me and two other individuals I was completely devastated. She then went to the counselor and told her that we did things to her these were completely false allegations and she recorded our conversation without our knowledge. The counselor told she that I had HIV I believe that this was a violation of my civil rights it is an ethical it violates my privacy and the HEPA law. I never told her I was a danger to myself or any persons ever through my conversations with the counselor Christie Prince,MS. After this occurred two individuals at Manor College access my medical records that was located in the residence hall in the nurses office. The residence coordinator Lynn Wells M.Ed and Allison Mootz, M.Ed.
Director of Student Engagement violated my civil liberties by acting as medical personnel that is illegal and completely unconstitutional there was no warrant for this seizure of personal in private information I believe that this criminal act was completely offensive to me with no regard to the law of the land and my right as a human. I found out by a student that Makayla told her that they looked in our medical records and found out that I had a disease never student did not. The hearing was scheduled for September 26, 2017 3 PM . Allison Mootz Director of Student Engagement send two emails to me and another student indicating the exact time and date of the hearing. But this was only sent to me twice one in my name in one another’s person. I indicated to her that this was a very serious allegation and at this time I would have to seek legal counsel I asked her to pro long the hearing for a different date while I be able to obtain a attorney and this was something that was necessary to defend my Rights. She would not prolong the hearing to a different date. I am indicating it that if you do not give me this particular time to obtain attorney this violates title VII. She told me if I did not come I would be in violation and I would lose my right to stay at Manor College to learn and to live. This was completely biased to individuals that looked in my medical records was at this meeting I felt so sickening it was all females about 4 or 5 it was no one of my peers. At the hearing Makayla wanted to tell everyone what the counselor said but quickly everyone told her that she could not because it was not immiscible meaning that she did tell her about my disability. I was found innocent but this destroyed me forever I lost my position of residence assistance and as ambassador there were no investigation at the time of these allegations they believed her completely without any due process of factual knowledge we had to stay a week out of school before the hearing even begin this violates our right to learn they did not accommodate us for travel living 1 hrs away. The day suppose incident occurred she went to the club and dance with multiple men including the man that was supposed had sexually she. The day before reporting use this young lady came to me and told me that she was going to Bill Cosby me and ask me for money. After this occurred around the dorm was hostile environment to live and learn. At this time the residence coordinator thought it was a great idea to put a naked manikin in the residence hall it also had red blood from the vagina area I was completely devastated it would signs everywhere about sexual assault rape etc. It was two or three mandatory meeting after this. I attend the meeting and they still wanted me to be prosecuted for something I didn’t do I complied with the Mandatory meetings and she wanted me to meet with the counselor that was something I would never do again and have never did ever since she violated my civil liberties. I have emails of these accounts also Picture of the manikin it was pervasive and offensive. After leaving in 2016 Manor College Allison Mootz became the Dean of Students they rewarded her for her unconstitutional behavior.
I am pleading to this department of justice to make sure that this does not happen ever again for the safety in the security of our ethics that applies to the schools we attend to insure that it is safe that it is okay to go to counseling services without the chances of someone privacy being in jeopardy and also that this sensitive information is protected in medical and school settings under the law of the land.
